February 26, Guwahati: In a landmark decision, the Assam Legislative Assembly has approved the “Assam State School Education Board Bill, 2024,” poised to significantly uplift the standards of school education across the state.

Education Minister Dr. Ranoj Pegu introduced the bill in the House, emphasizing its primary goal of fostering development and regulating educational standards. This strategic move aims to integrate quality and regulation in school education in Assam, ensuring the system meets contemporary educational needs.

Following Dr. Pegu’s detailed response to the debate on the subject, he outlined the bill’s critical role in establishing the Assam State School Education Board (ASSEB). This new entity will result from merging the Board of Secondary Education, Assam, and the Assam Higher Secondary Education Council, marking a significant consolidation in the state’s educational administration.

What is ASSEB?

The Assam State School Education Board (ASSEB) is a newly established entity resulting from the enactment of the “Assam State School Education Board Bill, 2024” by the Assam Legislative Assembly. The creation of ASSEB involves merging two existing bodies: the Board of Secondary Education, Assam (SEBA), and the Assam Higher Secondary Education Council (AHSEC).

Under the new regulations, the State Council of Educational Research and Training (SCERT) will be responsible for preparing the curriculum and syllabus up to class XII. However, ASSEB will focus solely on administrative functions, such as conducting examinations and issuing certificates, thereby separating academic responsibilities from administrative tasks.

In alignment with the National Education Policy (NEP), the State School Standard Authority will evaluate the quality of schools, highlighting the state’s commitment to educational excellence.

Moreover, Dr Pegu highlighted several development initiatives, including the government’s commitment to introduce a library and a digital classroom in each of the 2,600 schools, backed by an investment of Rs 500 crore. This project represents a significant step toward enhancing digital education infrastructure.

The government is also advancing with the renovation and redevelopment of 452 secondary schools, with a substantial allocation of Rs 2,700 crore. This redevelopment is a testament to the state’s dedication to creating a conducive learning environment for students.

In a significant recruitment drive, the state anticipates appointing 13,000 teachers, with 8,000 positions designated for secondary school educators. This move aims to address the longstanding issue of vacant posts, especially those provincialized in 2013, providing a long-awaited solution to the educational workforce in the state.

With these initiatives, the Assam Legislative Assembly has taken a decisive step toward modernizing and enhancing the quality of education, with far-reaching impacts expected for the state’s academic landscape.
