Assam CM Launches Atmanirbhar Asom Abhijan Scheme’s Official Portal
Assam Chief Minister Dr. Himanta Biswa Sarma launched a scheme on Saturday, 23rd September 2023, to provide financial assistance and training to 2 lakh unemployed youth of the state. The scheme, named Chief Minister’s Atmanirbhar Asom Abhijan, aims to create self-employment opportunities and promote entrepreneurship among the young generation.
The scheme was inaugurated by the Hon’ble Chief Minister of Assam, Dr. Himanta Biswa Sarma, and Bimal Bora, Minister of Industries, Commerce and Public Enterprise in the presence of senior officials and dignitaries at the Conference Hall, Ground Floor, CM Block, Janata Bhawan, Guwahati.

Speaking on the occasion, the Chief Minister said that the scheme is a historic step towards making Assam self-reliant and resilient. He said that the scheme will empower the youth to become job creators rather than job seekers. He also said that the scheme will boost the economic growth of the state and reduce the unemployment rate.
The Chief Minister said that the scheme is in line with the vision of Prime Minister Narendra Modi’s Atmanirbhar Bharat Abhiyan, which aims to make India a global leader in various sectors. He said that the scheme will cover various sectors such as agriculture, horticulture, animal husbandry, fisheries, handloom, handicrafts, tourism, food processing, and others. He said that the scheme will also encourage the use of local resources and products.
The Chief Minister said that the scheme will target 2 lakh eligible beneficiaries over the next two years – 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. He said that the beneficiaries will receive a loan of Rs. 2,00,000 each, without any interest, which can be repaid after five years. Rs. 1,00,000 (50%) of the loan amount will be provided as a grant to the selected candidates and the remaining Rs. 1,00,000 will be interest interest-free loan.
He said that the beneficiaries will also receive a stipend of Rs. 10,000 during the one-month training period, where they will learn various skills such as management, accounting, and entrepreneurship. He urged the youth of the state to apply for the scheme and take advantage of the opportunity.

With the launch of the official portal, eligible candidates can apply online from today (September 23, 2023) onwards. The last date for submission of application form is October 31, 2023.
The Minister of Industries and Commerce, Shri Bimal Bora, thanked the Chief Minister for launching the scheme and said that the scheme will be implemented by the Industries and Commerce Department, in collaboration with other departments and agencies. He said that the scheme will be monitored and evaluated regularly to ensure its effectiveness and transparency. He said that the scheme will create a positive impact on the lives of the youth and society.
